The Daurunadwa of Mecca

The people of Mecca did not have one ruler. That was too much for them. What they did have was a Daurunadwa. None of whom was actually in charge, but they had a say in the matter. And when you don't have that civilized society, you have a little bit of chaos,. then you don't has one ruler.
