The Japan-Japan Alliance in the Late 19th Century

The pact was a defensive alliance between japan, nozy, germany and facest italy. It stated that if any of the three nation s were attacked by a power at present not involved with the european war or in the sino japanese conflict, they would assist one another with all political, economic and military means. So why did japan enter into this alliance? I think there ere probably two aspects o that there were some in japan who were interested in the idea that liberal democracy might have had its day as a way of organizing a nation's affairs.
