When is a state's repression of its people tantamount to a crime against humanity, and when does it only rise to a level of systematic violations of human rights? That was not a line that we really had to draw in the other international criminal law tribunals. We really haven't had jurisprudence on it in a trial. The cases that have gone to trial have really been cases where the crimes against humanity charges have accompanied the war crimes charges. They look much more traditional. So i guess before we dive into all that work and the importance of it and so forth, i guess one of the sceptics questions about this convention is, why do we need a convention on the
