Is the Structure of Deterrence on the Korean Peninsula Fundamentally Different?
I think the community of people who think about these issues is actually quite divided on this. I just don't see how, you know, what military advantage the North Koreans will necessarily gain from having these nuclear weapons. The South Korean public is much more sanguine about that possibility than we've seen ever. But if you're sitting in South Korea, it's not as easy to answer that question as it is in Washington.
