The idea that making it in the world is getting to the point where your rights are always valid, but the laws don't necessarily apply to you if you step outside of them. The president has a personal vendetto against the main environmental control agency because he was once fined for fishing in a in a protected area. And since hes he's president, he's attacked this, this public ordien again and again.
